Claudia has more than 24 years of experience in surveying, infrastructure master planning, engineering design, water and wastewater utility operations support, project management, capital improvement programming, and construction management services for infrastructure improvements. Claudia understands the importance of staying on budget and meeting all agency requirements, understanding market conditions and proactively identifying long-lead items on the schedule, and working closely with Operations in the field to identify operating protocols to ensure the project start-up goes smoothly.

She specializes in planning, design, operation, and construction of water and wastewater remote sites, pumping, storage, supply adequacy analysis, and transmission/distribution and collection/conveyance systems. She is skilled in long-term planning and engineering studies, hydraulic modeling, water and wastewater utility operations support, plans and specifications, QA/QC, construction management, and inspection.

While at the City of Peoria Public Works-Utilities Department, Claudia delivered the first Integrated Water, Wastewater, Reclaimed, Reuse, and Water Resources Master Plan, identified as a need during the City’s first APWA accreditation process. Claudia achieved a City Manager’s Excellence Award for leadership in Efficiency presented by Peoria Utilities’ Operations staff based on the successful implementation and operational integration of several remote booster pump station rehabilitation projects throughout the City.

During her time at EPCOR, Claudia completed the master planning, system analysis, and capital improvement planning efforts for 44 water and wastewater systems across the states of Arizona, New Mexico, and Texas, with a 10-year Capital Improvement Plan total over $1B. She received the President’s award three (3) years in a row for her involvement with EPCOR’s interim management of the Johnson Utilities service area in Arizona, with EPCOR ultimately formally taking over 39,000+ customer service area. She has worked with over 60 municipal and regulatory agencies throughout Illinois, Nevada, Arizona, New Mexico, and Texas, and brings a wealth of knowledge to her position at CVL.

Paul has over 14 years of experience in consulting, project management, and account management experience in energy efficiency, renewable energy, and energy capital infrastructure. His engagements span from strategy to implementation, leading projects related to capital infrastructure, transmission and distribution, asset management, customer engagement, operating model, and energy efficiency programs at various utilities. Paul has led new business development and account management efforts for public clients and private clients in the energy sector across the West Coast. Currently, Paul is leading the energy capital infrastructure development for a cutting-edge semi-conductor facility as well as the CVL Energy Practice.

William brings with him 27 years of experience in planning, design, review, and project management of stormwater and infrastructure projects. He has over 14 years of agency experience having worked for the Flood Control District of Maricopa County (FCDMC), City of Scottsdale, and Maricopa County Planning and Development Services. William served as the City of Scottsdale’s Project Manager to identify sites for local mitigation efforts and worked on City of Scottsdale’s CRS Rating, Upper Camelback Wash, and oversaw the work of the selected on-call consultants. He also evaluated more than 60 local drainage issue sites for City of Phoenix. He brings extensive experience in identifying and addressing drainage issues.

With over 19 years of experience in civil engineering and land surveying, Parker has built a distinguished career. Starting as a surveyor, he gained invaluable insights into construction site requirements and the practical application of construction documents for field crews. His expertise in legal descriptions and plats provides him with a distinct advantage in master planning and the platting process. Parker has focused on site development for commercial and residential projects, specializing in roadway, grading design, sewer, and water systems.

Parker has worked on numerous projects across the valley, including in Phoenix, Goodyear, Peoria, Paradise Valley, Buckeye, City of Maricopa, Casa Grande, Prescott, Surprise, and Gilbert. His key areas of expertise include computer-based civil design and drafting, hydrology and hydraulics analysis, infrastructure design, and project management. His land development experience encompasses master planning, preparing tentative and final plats, grading and drainage plans, design reports, stormwater pollution prevention plans and reports, street improvement plans, and water and sewer plans.

 

Kristina possesses more than 20 years of experience in marketing and business development; and 10 years in the Architecture/Engineering/Construction (AEC) field specializing in the civil engineering, land planning, land surveying, stormwater management, and water/wastewater sectors.

Kristina has acquired numerous high-profile accounts, developed strategic marketing initiatives, and launched multi-media campaigns national and local for CVL. She leads the firm’s business development efforts, drives its brand recognition, and helps boost business expansion.

In her role at CVL, Kristina coordinates with the leadership at various agencies such as City of Phoenix, City of Peoria, City of Tempe, City of Mesa, and Arizona State University to review their capital improvement plans and budgets. She identifies the engineering needs of various agencies and aligns the appropriate service to various projects.

Kristina also served on the Town of Paradise Valley Planning Commission where she provided recommendations on a wide array of land-use issues including subdivision plats, lot splits, zoning ordinance amendments, Special Use Permits, and general plan amendments.

Locke gives back to the community and has dedicated her time to charities such as StreetLightUSA (a foster care organization), Horses with Heart, and Arizona Angels for Children.
