Matt Olsen, PECoe & Van Loo Consultants, Inc. (CVL) is pleased to announce that Matt Olsen, PE has joined the CVL team as a Senior Project Manager. Mr. Olsen has more than 34 years of experience in civil engineering of residential and master planned developments. His area of expertise includes preliminary and final plats, grading and drainage plans, design reports, storm water pollution prevention plans and reports, street improvement plans, public and private water, sewer plans, hydrology and hydraulics analysis, infrastructure design, hillside design, and project management throughout Arizona.

Matt has extensive experience working with Pinal County, Maricopa County, Phoenix, City of Maricopa, Avondale, Scottsdale, Chandler, Queen Creek and Fountain Hills. Some of his noteworthy projects include; Superstition Mountain, Rancho El Dorado, Morning Sun Farms, Peralta Canyon, Circle Cross Ranch, Homestead North, ISM Raceway, Firerock, Superstition Foothills, Mountainbrook Village and Sunridge Canyon. Coe and Van Loo Consultants (CVL) is pleased to announce Alex Caraveo’s promotion to the position of Planning Project Manager in the Land Planning Department. Mr. Caraveo has over 15 years of experience working with Shea Homes, Blandford Homes, Garrett Walker Homes, D.R. Horton, Pulte Homes Corporation, Lennar Homes, Taylor Morrison, and many other homebuilders since joining CVL. As part of the project team, he performs the planning/designing aspects of each project, which includes master planning, neighborhood coordination, rezoning, lotting studies, and all forms of entitlements.  Mr. Caraveo has worked on many residential projects ranging from 5-acres to 4,000-acre Master Plans such as Sunset Farms, Desert Oasis, Trilogy West at Vistancia, Trilogy at Verde River, Sunrise, and most recently Monteluna. He has been a valuable member of the planning group and will continue to provide excellent client experience.

CVL is pleased to announce that Parker Froehlich, PE, has been promoted to Senior Project Manager.  Mr. Froehlich has over 12 years of civil engineering and land surveying experience. He began his career as a surveyor, which gave him great insight into what’s needed on construction sites and how to tailor construction documents for field crews.  His extensive work with legal descriptions and plats gives him an advantage when platting and designing large scale residential communities. Mr. Froehlich’s area of expertise includes: master planning, preliminary and final plats, grading and drainage plans, design reports, stormwater pollution prevention plans and reports, street improvement plans, public and private water, sewer plans, hydrology and hydraulics analysis, infrastructure design, and project management for Peoria, Paradise Valley, Scottsdale, Surprise, Gilbert, Goodyear, and Phoenix area. His background includes over 13 years of experience in the field of civil engineering with an emphasis in hydrology and hydraulics. Mr. McCarty’s area of expertise includes; master drainage studies, FEMA floodplain delineations, CLOMRS/LOMRS, floodplain analysis, and Jurisdictional 404 delineations. His past experience also included commercial and residential developments, especially those within or close proximity to floodplains and washes. In his earlier years, Mr. McCarty served six years as a planning and zoning commissioner and has worked closely with Maricopa and Pinal County.  Mr. McCarty is a strong addition to the CVL team and will be a great contribution to the prosperity of CVL.
