Tracy GrundenDirector of Water/Wastewater
Coe & Van Loo Consultants, Inc. (CVL) is pleased to announce that Tracy Grunden has joined the CVL team as the Assistant Director of Water/Wastewater Department. Mr. Grunden has more than 26 years of experience in water and wastewater engineering, comprising planning, modeling, condition assessment, design, project management, construction inspection, and construction management. He has delivered water/wastewater projects for clients throughout Arizona; including City of Phoenix, City of Tempe, City of Mesa, City of Peoria, City of Goodyear, City of Yuma, Town of Carefree, Town of Gilbert, and Town of Queen Creek.
He has also provided outstanding service to EPCOR Water, Arizona State University, ADOT, Community Water Company, Salt River Project, Gila River Indian Community, Ak-Chin Indian Community, Rosemount Copper, Freeport-McMoRan, Roosevelt Irrigation District, Adaman IWDD, Luke AFB, Far West Water and Sewer and many private clients. Tracy is known for his commitment to the highest standards in customer care and performance, making him an ideal fit for CVL.
Paul HaraDirector of Energy
Mr. Hara has over 12 years of experience in consulting, project management, and account management experience in the energy efficiency, renewable energy, and energy capital infrastructure space. His engagements span from strategy to implementation, leading projects related to capital infrastructure, transmission and distribution, asset management, customer engagement, operating model, and energy efficiency programs at various utilities.
Mr. Hara has led new business development and account management efforts for public clients and private clients in the energy sector across the West Coast. Currently, Mr. Hara is leading the capital infrastructure development for a cutting-edge semi-conductor facility. In his free time, Paul likes to go on culinary adventures through new cities with his fiancée, when he isn’t cheering on the Dodgers. He also enjoys golfing and ocean fishing.
Kristina LockeDirector of Business Development

Kristina Locke obtained her BS in Journalism from University of Missouri. She has over 20 years of experience in marketing, branding, and business development achievements. She has assisted in acquiring numerous high-profile accounts, developed strategic marketing initiatives, and launched multi-media campaigns nationally and locally. Ms. Locke leads CVL’s business development efforts, drives brand recognition, and business expansion.
For the past 7 years, she concentrated her efforts on the civil engineering industry where she was successful in developing and implementing new marketing initiatives to break into dozens of highly competitive sectors to increase profit gains. Ms. Locke continues to pursue new business opportunities in both the public and private sectors.
Ms. Locke is active in the community as the Co-Chair of the Valley Partnership Events Committee, Co-Chair of the Programs Committee for Arizona Public Works Association, and Chair of AAED’s Charity Luncheon.
Richard AlcocerLand Surveying Director
Richard Alcocer, RLS, became a Land Surveying Director in March 2017, previously a Project Manager in the survey department. He has over 37 years of experience in boundary surveying, topography, ALTA, and construction staking. Mr. Alcocer oversees 10 survey crews and directs his crews to perform with the upmost integrity and to always have the client’s best interest at heart.
What professional accomplishments give you the most pride and what makes that accomplishment so rewarding?
My most rewarding accomplishment was to follow in my father’s footsteps and become a Registered Land Surveyor.
If you could have one super power what would it be and why?
I already have one- being a great role model to my children, nieces, and nephews.
Jason Kelley, PE, CFM, LEED APStormwater Department Manager

Jason Kelley, PE, obtained his BS in Civil Engineering from Arizona State University. He has approximately 23 years of public works experience and two years of private development experience focused on floodplain and watershed management, regulatory approvals, hydrologic study and drainage design. Mr. Kelley is licensed in both Arizona and California. He joined CVL in 2015. His specialties include drainage master planning and the evaluation and design of drainage infrastructure using the newest technologies, such as two-dimensional modeling.
What professional accomplishments give you the most pride and what makes those accomplishments so rewarding?
I’ve been fortunate throughout my career to have both expert mentors and challenging projects that helped to develop my technical skills. The most rewarding part has been mentoring and supporting others in their careers.
If you could have one super power what would it be and why?
Ability to fly. Could avoid traffic…

Ms. Both obtained her BS in Accounting from Arizona State University. Ms. Both is proud to be an Arizona native and has seen firsthand the positive impact of CVL’s exceptional planning and design talent as our state has changed and grown. Ms. Both joined CVL’s team in 1985 and has been her home ever since. In addition to directing CVL’s Financial Accounting and Reporting, she provides Human Resources leadership.
What professional accomplishments give you the most pride and what makes those accomplishments so rewarding?
I am most thankful for CVL’s culture, which allowed me to raise a family while continuing my professional growth. My goal is to provide the same friendly environment to CVL’s employees and provide stability for their families.
If you could have one super power what would it be and why?
Genius mind…I’d like to earn an engineering degree and pass the P.E. test in one month, and then try that part of our business.
Sarah Rogowski, PE – Director of Water/Wastewater
Sarah brings more than 20 years of experience in the planning, design, management, and construction of water and wastewater infrastructure projects throughout Arizona. Her career combines deep technical expertise with extensive municipal leadership experience, giving her a unique perspective on the planning, design, delivery, and long-term operation of critical public infrastructure.
Throughout her career, Sarah has led the development and implementation of a wide range of water and wastewater projects, including treatment facilities, water distribution systems, wastewater collection systems, reclaimed water infrastructure, lift stations, well site improvements, and capital improvement programs. She has successfully guided hundreds of projects from planning through construction, coordinating with utility providers, regulatory agencies, municipal staff, property owners, and community stakeholders.
Most recently, Sarah served in engineering and senior project management roles for the City of Peoria and Town of Gilbert, where she managed major capital improvement projects focused on water treatment, water distribution, and wastewater collection systems. She also led project management efforts during construction of the Town of Gilbert’s North Water Treatment Plant Facility Upgrades and Reconstruction Project, an approximately $800 million investment that expanded treatment capacity from 45 MGD to 60 MGD and represents one of the most significant clean water infrastructure investments in Arizona’s history.
In addition to her project experience, Sarah is a recognized leader within Arizona’s water industry. She has been an active member of the Arizona Water Association since 2010, receiving the organization’s Young Professional of the Year Award in 2017 and Operations Leader of the Year Award. Her service to the industry includes leadership roles as Awards Committee Chair, Annual Conference Program Chair, Annual Conference Sponsorship Chair, and a member of the Association’s Board of Directors.
A registered Professional Engineer in Arizona and graduate of Arizona State University with a Bachelor of Science in Civil and Environmental Engineering, Sarah will provide senior-level technical leadership and strategic guidance to CVL’s water and wastewater practice.

Shane Hanneman, PLA, CPESC – Senior Project Manager
Shane Hanneman, PLA, CPESC, has over 30 years of experience leading multidisciplinary public and private sector projects throughout the Southwest and nationally. His expertise spans project management, public facilitation, master planning, development guidelines, feasibility studies, design, construction documentation, construction administration, and construction management. Shane is known for helping clients articulate a clear and compelling vision, aligning program goals with site opportunities to create distinctive, high-performing environments that deliver lasting community impact.
Throughout his career, Shane has provided visioning and design leadership for nearly 100 parks of varying scale, in addition to numerous civic and infrastructure-focused projects including municipal buildings, downtown redevelopments, aquatic centers, recreation facilities, trail systems and trailheads, roadways, freeway corridors, and flood control facilities. He has extensive experience coordinating with agencies such as ADOT, MCDOT, and Valley Metro, as well as county flood control districts, integrating drainage infrastructure, transportation systems, and public space into cohesive, resilient solutions.
In the private sector, Shane has directed the visioning and design of resorts, spas, golf clubhouses, private and public school campuses (elementary, middle school, and collegiate), commercial and retail developments, and residential land development projects. Many of these efforts required complex topographic integration and thoughtful blending within arid desert environments, resulting in durable, context-responsive design solutions that balance aesthetics, constructability, long-term maintenance, and fiscal responsibility.
Shane brings a strategic perspective to every project—guiding multidisciplinary teams, navigating public processes, and ensuring alignment between vision, technical performance, and successful implementation.

Claudia Christo, PE, MBA – Director of Water/Wastewater
Claudia has more than 24 years of experience in surveying, infrastructure master planning, engineering design, water and wastewater utility operations support, project management, capital improvement programming, and construction management services for infrastructure improvements. Claudia understands the importance of staying on budget and meeting all agency requirements, understanding market conditions and proactively identifying long-lead items on the schedule, and working closely with Operations in the field to identify operating protocols to ensure the project start-up goes smoothly.
She specializes in planning, design, operation, and construction of water and wastewater remote sites, pumping, storage, supply adequacy analysis, and transmission/distribution and collection/conveyance systems. She is skilled in long-term planning and engineering studies, hydraulic modeling, water and wastewater utility operations support, plans and specifications, QA/QC, construction management, and inspection.
While at the City of Peoria Public Works-Utilities Department, Claudia delivered the first Integrated Water, Wastewater, Reclaimed, Reuse, and Water Resources Master Plan, identified as a need during the City’s first APWA accreditation process. Claudia achieved a City Manager’s Excellence Award for leadership in Efficiency presented by Peoria Utilities’ Operations staff based on the successful implementation and operational integration of several remote booster pump station rehabilitation projects throughout the City.
During her time at EPCOR, Claudia completed the master planning, system analysis, and capital improvement planning efforts for 44 water and wastewater systems across the states of Arizona, New Mexico, and Texas, with a 10-year Capital Improvement Plan total over $1B. She received the President’s award three (3) years in a row for her involvement with EPCOR’s interim management of the Johnson Utilities service area in Arizona, with EPCOR ultimately formally taking over 39,000+ customer service area. She has worked with over 60 municipal and regulatory agencies throughout Illinois, Nevada, Arizona, New Mexico, and Texas, and brings a wealth of knowledge to her position at CVL.
Parker Froehlich, PE – Director of Land Development
CVL is pleased to announce Parker Froehlich’s promotion to Director of Land Development. In the last 18 years, Parker has grown into a community leader due to his extensive experience in civil engineering and his contribution to various organizations and charities.
He graduated from Arizona State University and began his career as a surveyor, which gave him great insight into the construction phase. He was able to tailor construction documents with great precision to be best utilized by the field crews. His extensive work with legal descriptions and plats gave him an advantage on master plans and the platting process. His primary focus now is site design of commercial and residential projects.
Parker has worked throughout the valley with various municipalities such as, City of Phoenix, City of Goodyear, City of Peoria, Town of Paradise Valley, City of Buckeye, City of Maricopa, City of Casa Grande, City of Surprise, and Town of Gilbert. Key areas of expertise include computer-based civil design and drafting, hydrology and hydraulics analysis, infrastructure design, and project management. Land development experience includes master planning, preparing tentative and final plats, preparing grading and drainage plans and design reports, stormwater pollution prevention plans and reports, street improvement plans, public and private water and sewer plans and design reports.
Parker is on the Board of Directors for Westmarc, a coalition of public and private partners working to promote and improve the West Valley. He has held this position since 2019 and has remained active in Westmarc’s goal of positioning the West Valley for economic vitality and strategic business attraction.
