Justin McCarty, PE – Senior Project Engineer

Coe & Van Loo Consultants, Inc. (CVL) is pleased to announce that Justin McCarty, PE has joined the CVL team. His background includes over 13 years of experience in the field of civil engineering with an emphasis in hydrology and hydraulics. Mr. McCarty’s area of expertise includes; master drainage studies, FEMA floodplain delineations, CLOMRS/LOMRS, floodplain analysis, and Jurisdictional 404 delineations. His past experience also included commercial and residential developments, especially those within or close proximity to floodplains and washes. In his earlier years, Mr. McCarty served six years as a planning and zoning commissioner and has worked closely with Maricopa and Pinal County.  Mr. McCarty is a strong addition to the CVL team and will be a great contribution to the prosperity of CVL.

Nick Maxwell, PE – Project Engineer

Coe & Van Loo Consultants, Inc. (CVL) is pleased to announce that Nick Maxwell has joined the CVL team. Mr. Maxwell has six years of experience across nine states in the areas of commercial, solar, and for-lease residential development. He has delivered successful projects for NexMetro, Hillstone Homes, Christopher Todd Communities, Berkshire Hathaway, NRG, Target, and other grocery chains. Mr. Maxwell’s notable projects include a 77-acre Target shopping center in Fort Worth called “The Presidio,” the “City North” shopping center in Phoenix, and Southland Solar which was a 4,000-acre solar power plant adjacent to the Colorado River in Nevada. Nick has provided clients with excellent service in many areas from due diligence, to preliminary layouts and final construction drawings. He has also become an expert in single family for lease projects. His experience on over two dozen projects of this type has made him one of the leading engineers in the valley for this new and emerging product.

Tracy Grunden, PE – Assistant Director of Water/Wastewater Department

Mr. Grunden has more than 26 years of experience in water and wastewater engineering, comprising planning, modeling, condition assessment, design, project management, construction inspection, and construction management. He has delivered water/wastewater projects for clients throughout Arizona; including City of Phoenix, City of Tempe, City of Mesa, City of Peoria, City of Goodyear, City of Yuma, Town of Carefree, Town of Gilbert, and Town of Queen Creek. He has also provided outstanding service to EPCOR Water, Arizona State University, ADOT, Community Water Company, Salt River Project, Gila River Indian Community, Ak-Chin Indian Community, Rosemount Copper, Freeport-McMoRan, Roosevelt Irrigation District, Adaman IWDD, Luke AFB, Far West Water and Sewer and many private clients. Tracy is known for his commitment to the highest standards in customer care and performance, making him an ideal fit for CVL.

CVL’s Landscape team provides design services for the George Washington Carver Museum in Phoenix

CVL provided pro-bono landscape architectural services in partnership with Discovery Triangle Development Corporation to renovate the entry plaza and landscaping for the George Washington Carver (“GWC”) Museum in downtown Phoenix. CVL researched the history of the museum as a site on the Phoenix Historic Property Register and National Register of Historic Places to fully understand this historical institution’s role within the city and best articulate a sensitive and responsive landscape design for the existing grounds. The landscape design focused on accentuating the existing GWC statue and improving circulation to welcome visitors onto the site with an environmentally sensitive xeriscape plant palette. CVL worked closely with the contractor and developer to ensure the project’s costs were kept in budget and ultimately designed the site for an installation cost of approximately $25,000.
