Sarah Rogowski, PE – Director of Water/Wastewater

Sarah brings more than 20 years of experience in the planning, design, management, and construction of water and wastewater infrastructure projects throughout Arizona. Her career combines deep technical expertise with extensive municipal leadership experience, giving her a unique perspective on the planning, design, delivery, and long-term operation of critical public infrastructure.
Throughout her career, Sarah has led the development and implementation of a wide range of water and wastewater projects, including treatment facilities, water distribution systems, wastewater collection systems, reclaimed water infrastructure, lift stations, well site improvements, and capital improvement programs. She has successfully guided hundreds of projects from planning through construction, coordinating with utility providers, regulatory agencies, municipal staff, property owners, and community stakeholders.
Most recently, Sarah served in engineering and senior project management roles for the City of Peoria and Town of Gilbert, where she managed major capital improvement projects focused on water treatment, water distribution, and wastewater collection systems. She also led project management efforts during construction of the Town of Gilbert’s North Water Treatment Plant Facility Upgrades and Reconstruction Project, an approximately $800 million investment that expanded treatment capacity from 45 MGD to 60 MGD and represents one of the most significant clean water infrastructure investments in Arizona’s history.
In addition to her project experience, Sarah is a recognized leader within Arizona’s water industry. She has been an active member of the Arizona Water Association since 2010, receiving the organization’s Young Professional of the Year Award in 2017 and Operations Leader of the Year Award. Her service to the industry includes leadership roles as Awards Committee Chair, Annual Conference Program Chair, Annual Conference Sponsorship Chair, and a member of the Association’s Board of Directors.
A registered Professional Engineer in Arizona and graduate of Arizona State University with a Bachelor of Science in Civil and Environmental Engineering, Sarah will provide senior-level technical leadership and strategic guidance to CVL’s water and wastewater practice.
