Claudia has more than 24 years of experience in surveying, infrastructure master planning, engineering design, water and wastewater utility operations support, project management, capital improvement programming, and construction management services for infrastructure improvements. Claudia understands the importance of staying on budget and meeting all agency requirements, understanding market conditions and proactively identifying long-lead items on the schedule, and working closely with Operations in the field to identify operating protocols to ensure the project start-up goes smoothly.

She specializes in planning, design, operation, and construction of water and wastewater remote sites, pumping, storage, supply adequacy analysis, and transmission/distribution and collection/conveyance systems. She is skilled in long-term planning and engineering studies, hydraulic modeling, water and wastewater utility operations support, plans and specifications, QA/QC, construction management, and inspection.

While at the City of Peoria Public Works-Utilities Department, Claudia delivered the first Integrated Water, Wastewater, Reclaimed, Reuse, and Water Resources Master Plan, identified as a need during the City’s first APWA accreditation process. Claudia achieved a City Manager’s Excellence Award for leadership in Efficiency presented by Peoria Utilities’ Operations staff based on the successful implementation and operational integration of several remote booster pump station rehabilitation projects throughout the City.

During her time at EPCOR, Claudia completed the master planning, system analysis, and capital improvement planning efforts for 44 water and wastewater systems across the states of Arizona, New Mexico, and Texas, with a 10-year Capital Improvement Plan total over $1B. She received the President’s award three (3) years in a row for her involvement with EPCOR’s interim management of the Johnson Utilities service area in Arizona, with EPCOR ultimately formally taking over 39,000+ customer service area. She has worked with over 60 municipal and regulatory agencies throughout Illinois, Nevada, Arizona, New Mexico, and Texas, and brings a wealth of knowledge to her position at CVL.
