CVL is pleased to announce Oscar Garcia’s certification as Professional Engineer. Mr. Garcia earned his BS in Civil Engineering from Arizona State University in 2013. Mr. Garcia’s four years of experience includes the past two years primarily on stormwater design and analysis focusing on flood control studies, drainage master planning, design concepts, reports, permitting, CLOMR/LOMRs, 1D/2D analyses, GIS processes and deliverables, drainage infrastructure design and fixes, and cost estimating. While Mr. Garcia is well versed in a variety of small- and large-scale public, private, and residential projects, his most notable projects consist of the City of Phoenix Weldon Drainage Study and the Ritz Carlton Resort in Paradise Valley. During his time with the stormwater group, he has gained extensive knowledge of technical programs such as HEC-RAS, HEC-1, and FLO-2D.

His additional CVL experience includes land development projects which allowed him to design for local, collector and arterial roadways with horizontal and vertical curves. Mr. Garcia’s most prominent land development projects include Nissan Technical Center North America, Trilogy at Verde River, and Sonoran Foothills. CVL is pleased to announce that Carolyn Both, CPA has been promoted to Chief Financial Officer of the firm. Ms. Both has served CVL for 32 years. She has successfully moved from Accountant, to Controller and now CFO during her time. When asked what her hope for accomplishment in this new role would be, she stated, “I hope to become a conduit and facilitator for new ideas, in a way that will promote creativity and collaboration among our employees and clients, and to create a work environment that is safe and stable, but fluid and progressive”. We are excited for the contribution of leadership Carolyn will continue to bring to CVL.

Mr. Voorhees has over 30 years of landscape architecture experience throughout Arizona and his home state of Utah. He has a Bachelor’s Degree in Landscape Architecture from Utah State University. His experience ranges from public sector work, such as community parks, open spaces and school campuses to large luxury master planned retirement communities, urban design projects, and community parks. Furthermore, he has designed and entitled projects for key mixed-use developments, retail centers, corporate centers, office building, luxury apartment communities, church meeting houses, and health care projects. Mr. Voorhees’s breadth of experience in creating dynamic and vibrant environments makes him a strong addition to the CVL Team. Some notable projects include: Rivulon, Mixed-use Business Park Nationwide Realty, Wigman Resort, Mountain Shadows Resort, Scottsdale Fashion Square Remodel and Corporate Center.
