Coe and Van Loo Consultants (CVL) is pleased to announce Nick Ligman’s promotion to the position of Assistant Project Manager in the Land Development department. Mr. Ligman began working for CVL as an entry level drafter in 2004, and has since worked through numerous tiers of drafter and designer positions. Mr. Ligman has worked on many residential and hospitality projects such as Mountain Shadows, Franciscan Renewal Center, Camino A Lago, Sunset Farms, Pyramid Peak, and Sun City Festival. His responsibilities include preliminary and final design, team scheduling, team supervision, estimating, marketing, interface with municipal agencies and clients, and the overall responsibility of maintaining efficient project timelines and minimizing cost for clients. He has a proven track record of delivering constructible, cost efficient, and on-time plan sets to his clients. Mr. Ligman continues to be a strong addition to the CVL team with his wealth of experience in civil engineering, along with his ability to lead and satisfy clientele.

CVL is pleased to announce Cassandra Alejandro’s certification as Professional Engineer. Ms. Alejandro earned her BS in Civil and Environmental Engineering from Arizona State University in 2014. For the last four years, Ms. Alejandro has gained extensive experience in the water/wastewater discipline ranging from waterline design, lift station design, water system modeling, design report preparation, RFI response and submittal review. She has completed water modeling for over 150 systems for municipalities, water companies, and developers in Maricopa County alone. Ms. Alejandro’s most notable projects include; EPCOR NE Agua Fria Water Master Plan, Chaparral Comprehensive Planning Study, Carefree Water System Evaluation and the water and sewer master plans for the Ritz Carlton Resort in Paradise Valley. Ms. Alejandro continues to contribute to the prosperity of CVL with her sense of innovation, efficiency, and attention to detail and we are proud of her accomplishments!

CVL is pleased to announce Oscar Garcia’s certification as Professional Engineer. Mr. Garcia earned his BS in Civil Engineering from Arizona State University in 2013. Mr. Garcia’s four years of experience includes the past two years primarily on stormwater design and analysis focusing on flood control studies, drainage master planning, design concepts, reports, permitting, CLOMR/LOMRs, 1D/2D analyses, GIS processes and deliverables, drainage infrastructure design and fixes, and cost estimating. While Mr. Garcia is well versed in a variety of small- and large-scale public, private, and residential projects, his most notable projects consist of the City of Phoenix Weldon Drainage Study and the Ritz Carlton Resort in Paradise Valley. During his time with the stormwater group, he has gained extensive knowledge of technical programs such as HEC-RAS, HEC-1, and FLO-2D.

His additional CVL experience includes land development projects which allowed him to design for local, collector and arterial roadways with horizontal and vertical curves. Mr. Garcia’s most prominent land development projects include Nissan Technical Center North America, Trilogy at Verde River, and Sonoran Foothills. We applaud Mr. Garcia’s relentless work ethic and his newly acquired certification!
